Our heart breaks to see the 100s of intact dogs, starving pups and lactating mothers in Nandi Hills and other parts of this district. There is also equal impact on the human community and #HumanAnimalCoExistence. We are writing to urgently draw your attention to a critical, long-neglected issue regarding public safety, public health, and animal welfare in Chikkaballapur district: the absence of a sustainable, long-term Animal Birth Control and Anti-Rabies Vaccination (ABC-ARV) program, and the pending activation of the Society for the Prevention of Cruelty to Animals (SPCA). Chikkaballapur is a highly prominent district. Given its immediate proximity to Bengaluru City, its closeness to the Kempegowda International Airport, and its position at the apex of Karnataka’s tourism map—featuring landmarks like Nandi Hills and the upcoming Nandi Tourism Ropeway project—the district requires infrastructure that matches its profile. Unfortunately, the current stray dog management strategy remains severely inadequate. Key Critical Concerns: Short-Term, Ineffective Measures: The single past attempt at dog population control was a brief, budget-driven drive restricted to just one Panchayat, targeting barely 1,000 dogs within a single month. This temporary approach yields zero scientific impact on overall population or herd immunity. Lack of Progress vs. Neighboring Districts: While neighboring areas like Devanahalli and Hoskote have successfully implemented functional ABC Centers—resulting in visible reduction in pup populations and higher vaccination rates—Chikkaballapur has seen no systematic efforts. Stakeholder Anxiety: The area is home to, and frequented by, prominent citizens—including ministers, corporate leaders, creative artists, and international tourists. There is widespread, growing anxiety regarding both public safety and the visible instances of animal cruelty arising from unmanaged human-animal conflict. Please read this article Our Demands and Path Forward: To ensure a safe, compassionate, and thriving district, we insist on the following time-bound actions: 1 Immediate Allocation of a Long-Term ABC Contract: Within the next one month, a formal, long-term contract must be awarded to a recognized, AWBI-certified NGO to set up a permanent, ongoing ABC-ARV center. This must not be a short-term, token drive. 2 Immediate Setup of the District SPCA: Despite multiple prior requests, the District SPCA for Chikkaballapur has not yet been properly institutionalized, and non-official members have not been invited to form the committee. We request that the SPCA body be formally constituted and activated immediately. We are ready to attend a quick, decisive meeting with your administration to assist in outlining workflows, identifying credible NGO partners, and ensuring all protocols are in order.
