1. Focus on Scientific and Modern Animal Management


  • Sterilization and Vaccination: The core strategy remains the Animal Birth Control (ABC) Program, targeting the sterilization of 45,000 dogs. This is strongly backed by an extensive Mass Vaccination Program against Rabies and other diseases.


  • Infrastructure Modernization: Significant capital expenditure is allocated for building and modernizing essential facilities:

    • New ABC Centres: ₹8.75 Crores for state-of-the-art ABC centres in Bommanahalli and Mahadevapura Zones.

2. Comprehensive Street Dog Welfare and Coexistence


  • Reducing Conflict through Feeding: The Community Dog Feeding Program (₹2.88 Crores) is an innovative measure aimed at providing food to 500 dogs per day in each zone to curb their aggressive nature and reduce dog bite cases.


  • Specialized Shelters: The plan addresses the welfare of specific dog populations:

    • A Shelter (Ashraya Tana) is planned for the East Zone (₹60 Lakhs) to care for old, ailing, or unrecovered street dogs.


    • An Observation Centre is to be constructed in the Yelahanka Zone (₹50 Lakhs) for the observation and training of aggressive or repeat-biting dogs.


  • Rescue and Trauma Care: The dedicated Rescue/Protection Program (RESCO) (₹83.34 Lakhs) provides for the treatment of injured and accident-affected dogs, with a clear allocation for specialized procedures like Major Orthopedic Surgery.



3. Support for Cattle Welfare and Logistics


  • Fodder Subsidy for Gaushalas: A provision of ₹25 Lakhs is made to provide a daily subsidy (₹17.50 per animal) for fodder and maintenance to the approximately 20-22 private Gaushalas (Cattle Shelters) within BBMP limits, for the care of rescued, stray, or old cattle.


  • Operational Purchases: The plan includes purchasing Cattle Catching Vehicles (₹25 Lakhs) and establishing pre-fabricated Dog Kennels for temporary containment.



4. Administrative and Operational Requirements


  • Cold Chain Management: To ensure vaccine efficacy, ₹12.39 Lakhs is earmarked for Vaccine Carriers (Portable Refrigerators and Active Cool Carriers). An additional ₹27.30 Lakhs is budgeted for Ice Lined Refrigerators (ILRs) and Walk-in Coolers (WICs) for storage at the zonal level.


  • Field Capture Equipment: To overcome the difficulty of catching street dogs in open areas, ₹65 Lakhs is allocated for the purchase of Trap Cages (24 units).


  • Staff and Public Training: ₹50 Lakhs is set aside for Awareness and Sensitisation Programs in schools, colleges, and social media platforms to promote co-existence. A smaller budget of ₹4 Lakhs is allocated for organizing/participating in Technical Conferences to enhance staff efficiency.


  • Post-Mortem and Storage: To facilitate scientific post-mortem examinations, 8 Deep Freezers (one per zone) are to be purchased (₹5 Lakhs) for preserving the bodies of deceased street dogs.
