Executive Summary

The Monitoring Committee meeting for the Animal Husbandry department of the Bengaluru Central City Corporation (GBA) took place on July 8, 2026, under the chairmanship of the Commissioner. Actionable Directives

Infrastructure & Sanitation at Queens Road ABC Center:
- Action: Fix the degraded drainage system at Queens Road ABC Center to prevent disease spread. Maintain mandatory logs for regular fumigation and painting, subject to periodic inspections and signatures by Assistant Directors. Write to the relevant department commissioner to acquire ABC center space on a lease basis.
Old Dog ABC Operations:
- Action: Utilize laboratory facilities at the nearby Veterinary Super Speciality Hospital to perform pre-surgery blood tests for aged street dogs to determine operational safety as per guidelines.
Bingipura Dog Shelter:
- Action: Form a 3-member committee to monitor the ongoing construction of the 500-dog capacity shelter at Bingipura (5-acre plot) as per AWBI guidelines. Assistant Director (AH), Zone-2, to coordinate site visits for officials and ensure all environmental and legal clearances are obtained
Pet By-Laws Enforcement:
- Action: Submit the Draft Pet By-Law to the Government via the Chief Commissioner, GBA, to restrict illegal animal breeding.
IEC Programs & Adoption Drives:

Attendance: As per the attendance list.

The Assistant Director (Animal Husbandry), Bengaluru Central City Corporation, welcomed the Honorable Commissioner, Joint Commissioner (Zone-2), Central City Corporation, all committee members, and service providers present at the meeting, and requested the Honorable Chairman to initiate the proceedings.

ABC-ARV Program:

The progress details of the ABC Program for the year 2026-27 from April 2026 to June 2026 were reviewed as follows:

The meeting noted that 79.94% of community dogs in the corporation limits have undergone birth control surgeries, and 85% have received ARV vaccination. The meeting also noted that the total number of Rabies cases from April 2026 to June 2026 for the year 2026-27 is zero.

Zone-wise and ward-wise nodal officers have been appointed. The meeting was informed that within corporation limits, 90 community dog feeding locations have already been identified and signboards installed; another 77+ locations have been identified, and their details published on the corporation website.

The meeting was informed that a work order has been issued to the Bengaluru Nirmiti Kendra for constructing a shelter for 500 dogs on the pre-identified 5-acre land in Bingipura as per AWBI guidelines, and shelter construction is currently in progress.

The meeting was informed that notices have already been issued to 3 identified institutions within Bengaluru Central City Corporation limits regarding compliance with Supreme Court directions, and institution-wise verification is underway.

Stray Dog Adoption Program:

The meeting was informed that stray dog adoption drives were organized at Cubbon Park and Lalbagh Botanical Garden, through which approximately 26 stray dogs have been adopted so far.

Smt. Priya Chetty Rajagopal, SPCA Representative present at the meeting, raised the following points:

The drainage system at the current Queens Road Birth Control Center is in a dilapidated state, increasing the chances of infectious diseases spreading among community dogs undergoing birth control surgery. She requested the Chairman to instruct the concerned officials to take immediate action and take appropriate measures for kennel identification.
- Responding to this, the Chairman stated that a letter has been written to the commissioner of the concerned department to take the current birth control center location on a rental lease basis.
She requested that proper registers/logs be maintained regarding regular Fumigation and Painting at the Birth Control Center, and that Assistant Directors regularly visit the birth control center, inspect hygiene, and sign the registers.
- When the Chairman asked the concerned officers to provide details on maintaining logs for regular Fumigation and Painting at the center, it was informed to the meeting that a register for Fumigation is already being maintained.
Service providers currently hesitate to perform birth control surgeries on aged stray dogs. She requested utilizing the laboratory facilities available at the Veterinary Super Speciality Hospital on the ABC premises to test their blood before deciding on birth control surgeries.
- The Chairman instructed Animal Husbandry Department officials to take necessary action as per rules regarding birth control surgeries for aged stray dogs.
Following the GBA re-mapping and area reallocation, citizens face confusion about whom to contact, making it difficult to reach the relevant Animal Husbandry department officials for timely ABC-ARV services. She requested establishing a mechanism to reach citizens with sector details and contact information of the respective Animal Husbandry officers in Central City Corporation.
- The Assistant Director (Animal Husbandry), Zone-1, informed the Chairman that field-level officers' mobile numbers for the Animal Husbandry section of Bengaluru Central City Corporation have already been mapped to the helpline.
Requesting permission to visit the under-construction stray dog shelter at Bingipura along with officials, she requested the Chairman to immediately constitute a 3-member committee to monitor construction according to AWBI guidelines, and to take steps to systematically build the center in line with environmental and legal clearances.
- The Chairman instructed the Assistant Director (Animal Husbandry), Zone-2, to coordinate with concerned officials to fix a date and time for visiting the under-construction stray dog shelter at Bingipura, and to take appropriate steps to ensure the center operates under proper environmental and legal clearances.
She requested the Chairman to expedite the implementation of the Pet By-Law to prevent illegal animal breeding.
- The Assistant Director & Head (Animal Husbandry) informed the Chairman that the Draft Pet By-Law has been submitted to the Chief Commissioner, GBA, for onward submission to the Government.
She expressed the view that organizing awareness campaigns among the public regarding human-animal coexistence and targeting schools and colleges for stray dog adoption programs would yield greater success.
- The Chairman instructed Animal Husbandry Department officers to conduct more IEC programs in schools and colleges.
Catching stray dogs in open areas is difficult; she requested the Chairman to deploy Trap-Cages in such locations to successfully carry out the ABC-ARV program and to install a higher number of Trap-Cages.
- The Assistant Director (Animal Husbandry) informed the Chairman that Trap-Cages have already been set up in Shanthinagar and Lalbagh Park, covering around 84 stray dogs under the ABC-ARV program. Responding to this, the Chairman instructed the Assistant Directors (Animal Husbandry) of Zone-1 and Zone-2 to take suitable steps to install Trap-Cages in required locations.
For stray dogs located in institutions with vast premises, she requested measures to persuade institution management to construct shelters within their premises and provide care locally.
- The Joint Commissioner (Zone-2) informed the meeting that there are currently 90 stray dogs at the NIMHANS institute; although the head of the institute was requested to build a shelter within their premises for their care, the head of the institution rejected the proposal.
She requested the Chairman to consider using the Nobivac ARV vaccine instead of the Raksharab ARV vaccine currently used in the vaccination drive.
- The Chairman instructed the Assistant Directors (Animal Husbandry) to examine the pros and cons of considering Nobivac ARV vaccine over Raksharab ARV. A representative from VSWARD, a service provider currently executing the ABC-ARV program, informed the Chairman that Nobivac ARV vaccine stock is currently unavailable in the market.

Other Matters:

It was brought to the Chairman's attention that eligible bidders for stray dog birth control operations and shelter management have not yet submitted security deposits as per rules to receive work orders. When the Chairman inquired about the reason, the representative present explained that NGOs participating in dog-related programs under the Animal Husbandry department are registered with the Animal Welfare Board of India (AWBI), and very few such organizations exist. These NGOs are Non-Profit Organizations that have been carrying out programs with the corporation for several years. Their programs play a major role in Animal Welfare, controlling fatal diseases like rabies, and safeguarding animal and public health. Since these service providers execute programs solely through funds paid by the corporation, paying EMD and Performance Security Deposits is difficult.

The representative brought to the Chairman's attention that in the EOI called by the then BBMP for birth control and rabies vaccination programs, the Performance Security Deposit for qualified service providers in the NOTIFICATION OF AWARD was specified as 1% of the tender amount. Accordingly, their organization had paid the Performance Security Deposit to BBMP via DD. They requested Bengaluru Central City Corporation to similarly reduce or fix a consolidated Performance Security Deposit amount.
- Responding to this, the Chairman instructed the service providers to submit a formal representation.
A representative from Mission Rabies present at the meeting requested the Chairman to issue directions through the Honorable Commissioner to principals of concerned educational institutions granting permission for Mission Rabies to create rabies awareness among school/college students.
- Responding to this, the Chairman instructed the Assistant Director (Animal Husbandry) to obtain a representation letter from them and take appropriate action.

Staff Shortage:

The Assistant Director (Animal Husbandry) informed the Chairman that there is a shortage of staff to handle the operational activities of the Animal Husbandry section of Bengaluru Central City Corporation, and a proposal has been submitted to obtain the necessary staff through outsourcing to properly and efficiently conduct day-to-day operations.
