An effective Animal Birth Control (ABC) and rabies vaccination program will not only reduce the number of stray dogs, but also reduce the incidence of rabies and dog bite accidents by changing their aggressive behavior.


To control the number of stray dogs, the Central Government has implemented the PCA Act, 1960 deae, Animal Birth Control (Dog) Rules, 2001. As per the clear direction of the Hon'ble Courts (Reference-2 & 3) the responsibility of controlling the progeny of stray dogs, protecting the public from the nuisance caused by them lies with the concerned urban and rural local bodies, it is mandatory for the local bodies to provide necessary infrastructure, equipment and special vehicle facility for the ABC program of stray dogs.


In this background a joint circular dated: 06.02.2023 has been issued by the State Animal Husbandry and Fisheries Department along with the State Urban Development Department for effective implementation of the ABC program for the control of progeny of stray dogs (Reference-4), along with detailed guidelines on ABC implementation prepared by the Karnataka Animal Welfare Board. Further, a joint circular dated: 16.03.2023 with the State Rural Development and Panchayat Raj Department is directed to implement the program across the State.


Further in the order issued by the Karnataka State Rural Development and Panchayat Raj Department (Reference-6) for the implementation of ABC programme, it is ordered to follow the guidelines issued/to be issued by the State Animal Husbandry Department. Accordingly, the Animal Birth Control Rules, 2023 Notification dated: 10.03.2023 has been issued by the Central Government Fisheries, Animal Husbandry and Dairying (Animal Husbandry and Dairying). Reference (1), as per the notification, Animal Birth Control Rules 2023 will be in force instead of Animal Birth Control Rules 2001.


ABC of stray dogs with joint circular of reference (4) accordingly This is the guideline issued for monitoring and implementation of the programme The following items are added and ordered.

1. As per rule (3) of the Animal Birth Control Rules, 2023, it is mandatory for local bodies/animal welfare organizations to get Project Reorganization approval from the AWBI Board separately for the Pati Yojana before implementing the said programme.

2. Alternatively, in terms of sub-rule (5) of rule (10), local bodies using 200 (Special Purpose Vehicle - SPL) as Mobile Center (Rule 3, Uni6) with their own contracted / full-time working veterinarians of the department, The ABC program can be conducted by a team consisting of international veterinary staff, dog handlers and vehicle drivers.


The guidelines prepared based on AWBI's Module of reference 4 containing the specifications of infrastructure to be provided by the local bodies, required human resources, required number of dog catching/carrying vehicles, survey and evaluation, modus operandi etc. are reiterated in this addendum and the guidelines issued by all urban and rural local bodies are hereby reiterated. Strict compliance is requested.

Joint Circular (ABC) Fertility control of stray dogs Content: About program implementation.

Reference: Prevention of Cruelty to Animals Act 1960 (Animal Birth Control) Rule 2022.


It shall be the priority duty of the local bodies concerned to undertake Stray Dog Breeding Control (ABC) scheme in all the Zilla Panchayats / Taluk Panchayats / Gram Panchayats of the State. Systematic implementation of this scheme will help control the number of stray dogs and control dog bites and rabies. In the implementation of this program Animal Birth Control rules are as follows There are some guidelines to follow.

1. Only Animal Welfare Institutions recognized by Animal Welfare Board of India / Trained or Expert Veterinary Officers of Animal Husbandry and Veterinary Services Department may be allowed to undertake this scheme as per rules.

2. Every year in the budget of Gram Panchayat / Taluk Panchayat, necessary funds should be allocated for stray dog breeding control.

3. No Animal Welfare Organizations for Stray Dog Breed Control (ABC) Accreditation for each project before undertaking the project (Project (recognition) approved by Animal Welfare Board of India To be carried out later.

4. It is the responsibility of Taluk Panchayats to provide necessary basic facilities.

5. After the birth control surgery, the dogs should be vaccinated and released back to the same area from which they were captured.

6. Animal welfare organizations that have undertaken a dog birth control program should maintain complete records.

7. To form a local level stray dog ​​control (ABC) monitoring committee under the chairmanship of the Executive Officer, Taluk Panchayat comprising representatives of Animal Husbandry, Health Department and District Animal Welfare Society to oversee the overall project.

8. Gram Panchayat / Taluk Panchayat from their original resources Mandatory appropriate grant in budget every year Establishing and implementing the KTPP Act.

9. In case of lapses / irresponsibility in Taluk / Gram Panchayats in implementing the directions in the circular, action will be taken against the officials concerned. Discipline according to rules
