Much needed for the police to partner on animal cruelty prevention & punishment , be more aware, implement better and demonstrate the teeth needed for the PCAA (Prevention of Cruelty to Animals Act)

There is so much waste of time, back and forth contradictions and even inadvertent flouting as police have no informed, written and cohesive view of what constitutes cruelty, rights of pet parents, feeders and caretakers.
