Remove Spikes on Public fences

Subject: Urgent Need to Replace Spiked Fences in Public Construction

 

I am writing to bring to your attention the pressing issue of spiked fences being used in public construction in and around Bangalore. These fences have been causing immense suffering and harm to animals, often resulting in fatal injuries. Moreover, humans have also been injured by falling on these spikes. This has been discussed with Mr Dhananjaya Bendre AE and Mr Javeed EE at BBMP Shivajinagar Zone by Tanya Bhat and undersigned and some filing down of spikes has started.


The Bangalore SPCA has already raised concerns about this issue, citing instances where dogs have gotten stuck and impaled on these fences, leading to painful deaths. See link. The medical cost of recovery for one such cruelly caught dog was over ₹1.3 lakhs apart from three months in a hospital. SPCA (Blr Urban) has written a specific letter to Cubbon Park and Horticulture department to ensure that this is addressed and future fences are made more safely.

 

To address this issue, we propose two immediate actions:

1. Remove Spikes and Sharp Edges:

Ensure that all fences around the city, especially in public parks and buildings, have smooth edges and no spikes. If spikes are already present, weld and file them away immediately for safety.

2. Update Engineering SOPs: Incorporate designs that prioritize animal and human safety in BBMP and PWD engineering manuals. We are happy to provide examples of humane fence designs.


It is crucial that BBMP takes a strong stance on this issue, making a small change that can significantly impact many lives. We request confirmation that:

 

- The present work of filing down spikes will be done on priority and on a war footing.

- This design will be incorporated in all future BBMP and PWD fence constructions to prevent such fatalities

 

We cannot afford to delay this any further. The continued use of spiked fences is not only cruel but also reflects poorly on our city's compassion.

Topic: About the sharp fencing installed around Cubbon Park that is fatal to animals. Reference: C.J. Memorial Trust, Bangalore : 11-01-2024 of the letter issued


Regarding the above matter. In the referred letter, due to sharp edges in the fencing around Cubbon Park, stray dogs are getting stuck in its spikes and are getting injured and some are dying, many people are also getting injured.


Animal lovers have rescued and treated several injured dogs. PCA Act 1960 릸림 II do ne 초 : won (Cruelty) cannot be broken and therefore hereby request them to take immediate action on this and take action to fix the sharp ends in the fencing.

Poor Hudson Garage Dog killed brutally and slowly died , disembowelled on the spikes


Cubbon Park Blackie who hung by his thigh on a spike all night . He’s now recovered after intense treatment for 3 months and included skin grafts and a few surgeries




This beautiful mocha brown dog got stuck on the spike near High Cour part of Cubbon Park t and stayed like that all night.

Discovered at 6 am , he was rushed to Cessna. did their best to save him.

But his insides were mangled and he died in an hour on the operating table from shock and his injuries


Current designs at Cubbon Park and other areas.

Notice sharp spikes at knee level and on top. The knee level are a deathknell for dogs and children.





Suggestions:

NO SPIKES. Use simple. non spiky aesthetic designs especially for park space
